Resource Licensing System and Self-Paced Learning
Resource Licensing System enables corporate organisations, insurers and schools to provide their employees/members/students with:
- ‘Free’ and regular access to a range of health, fitness and wellbeing books
- Some books are accompanied by a simple self-paced learning module

Format and Reading
The books vary in size from 20 to 40 pages in A4 format. They can be downloaded and printed or read online. Employees answer a short set of questions in the self-paced learning module and confirm they have read the book(s).
It’s in the interest of employers to have a systematic work health and fitness policy—an aspect of which is encouraging staff to read this information on a monthly (or regular) basis.

THE NECESSITY
The health, fitness and wellbeing of the Australian population is in decline. An increasing number of people are in poor metabolic, musculo-skeletal and mental health. This state of affairs affects individuals, the community, the workplace and schools.
Objectives of the Corporate Resources Licensing System
- Improvement in the health, fitness and wellbeing of staff
- Enhanced productivity and staff morale
- A reduction in the number of claims for workers compensation. No longer will employees be able to say, ‘I was never given any information about …’
- Lower workers’ compensation premiums
PROGRAM EXPANSION (Rungs)
The system can be expanded with staff completing a range of assessments in the My Fitness Record book and website and being incentivised to exercise regularly.
For Health Insurers
- First rung: Provide members with regular information to get them more involved in looking after their health, fitness and wellbeing.
- Second rung: Incentivise members to complete self-paced learning modules.
- Third rung: Members complete assessments.
- Fourth rung: Incentivise members to exercise regularly.
For Students
PhysEd teachers can introduce the four ‘rungs’ and have classes join the 20m run class ranking system.
‘No ticket No start’ Policy
With respect to some of the resources, corporate organisations are encouraged to adopt a ‘No ticket No start’ policy as part of:
- the induction of new employees, and
- entry into the workers’ compensation scheme.
For instance, a condition of employment could be that employees have read and completed the Back in Alignment, Safe Lifting and Sit up Straight books and questionnaires.
Musculo-skeletal Health Assessment
A musculo-skeletal health assessment is in the pipeline. Both employers and workers’ compensation insurers need to know the risk of employing people who are in poor musculo-skeletal health and put procedures in train to reduce the risk—and adjust premiums accordingly. The old medical “fog up the mirror and tap on the knee with a tack hammer” doesn’t provide enough information about how fit someone is for your workplace.
HOW THE SYSTEM WORKS FOR CORPORATE ORGANISATIONS
- Corporate organisations purchase a yearly license to provide their staff with access to the books and questionnaires, together with the facility for storing the information that the books have been read.
- The fee structure for organisations will be set by negotiation. There are a range of issues involved, one in particular relates to workers compensation premiums.

- Once your account has been established:
- Your Work Health and Safety (WHS) management team will have access via LOGIN to the Work Health and Fitness Record system and will know which employees have read a particular book and completed the short self-paced learning module.
- Your staff will have access via a LOGIN to all the books, audio files and self-paced learning modules via an access code specific to your organisation.
